Just rule

If a ruler is easy to meet for those seeking justice or relief and is not harsh in speech, the world will praise that ruler's land above others.

காட்சிக் கெளியன் கடுஞ்சொல்லன் அல்லனேல்
மீக்கூறும் மன்னன் நிலம்

The ruler who administers justice and protects people from being harmed by others will be regarded by those people as their divinely honoured protector.

முறைசெய்து காப்பாற்றும் மன்னவன் மக்கட்கு
இறையென்று வைக்கப் படும்

Generosity, gracious concern, just rule, and care for the people—one who possesses all four is a light among rulers.

கொடையளி செங்கோல் குடியோம்பல் நான்கும்
உடையானாம் வேந்தர்க் கொளி

The right course is to investigate an offence, show no favoritism to anyone, remain impartial, consult those learned in the law about the prescribed penalty, and impose only that measure.

ஓர்ந்துகண் ணோடாது இறைபுரிந்து யார்மாட்டும்
தேர்ந்துசெய் வஃதே முறை

As every living being depends on rain for life, subjects depend for their continued life on the king's just sceptre.

வானோக்கி வாழும் உலகெல்லாம் மன்னவன்
கோல்நோக்கி வாழுங் குடி

The king's just sceptre stands as the sustaining cause of the Veda belonging to the Brahmins (antaṇar) and of the virtue taught by it.

அந்தணர் நூற்கும் அறத்திற்கும் ஆதியாய்
நின்றது மன்னவன் கோல்

The world holds fast to the feet of the great king who embraces his subjects and wields the just sceptre.

குடிதழீஇக் கோலோச்சும் மாநில மன்னன்
அடிதழீஇ நிற்கும் உலகு

Seasonal rain and unfailing yield gather together in the land of a ruler who wields the sceptre according to the prescribed just order.

இயல்புளிக் கோலோச்சும் மன்னவன் நாட்ட
பெயலும் விளையுளும் தொக்கு

It is not the spear that gives a king victory, but his sceptre—and that only if the sceptre does not bend from justice.

வேலன்று வென்றி தருவது மன்னவன்
கோலதூஉங் கோடா தெனின்

The ruler protects the whole world; just order protects the ruler, if he maintains it without obstruction or lapse.

இறைகாக்கும் வையகம் எல்லாம் அவனை
முறைகாக்கும் முட்டாச் செயின்

Though easy to approach, a ruler who fails to investigate and decide according to established truth will bring about his own fall from his low position.

எண்பதத்தான் ஓரா முறைசெய்யா மன்னவன்
தண்பதத்தான் தானே கெடும்

Protecting and preserving the people from harm, and punishing an established offence, is not a blemish upon a ruler; it is his duty.

குடிபுறங் காத்தோம்பிக் குற்றம் கடிதல்
வடுவன்று வேந்தன் தொழில்

For a king to punish cruel wrongdoers by killing is like a farmer removing weeds to protect the tender crop.

கொலையிற் கொடியாரை வேந்தொறுத்தல் பைங்கூழ்
களைகட் டதனொடு நேர்

The country of a king who does not investigate wrongs and apply justice every day declines day after day.

நாடொறும் நாடி முறைசெய்யா மன்னவன்
நாடொறும் நாடு கெடும்

Just rule is what makes a ruler's fame endure; without it, royal splendour cannot last.

மன்னர்க்கு மன்னுதல் செங்கோன்மை அஃதின்றேல்
மன்னாவாம் மன்னர்க் கொளி

A king is one who investigates impartially and punishes in proportion to the offence, in a way that prevents it from advancing or recurring.

தக்காங்கு நாடித் தலைச்செல்லா வண்ணத்தால்
ஒத்தாங்கு ஒறுப்பது வேந்து

Those who want their prosperity to endure should raise the rod swiftly, yet let it fall without excess.

கடிதோச்சி மெல்ல எறிக நெடிதாக்கம்
நீங்காமை வேண்டு பவர்

One who knows justice, speaks with learned fitness, and understands effective means in every circumstance is a dependable counsellor.

அறனறிந்து ஆன்றமைந்த சொல்லான்எஞ் ஞான்றுந்
திறனறிந்தான் தேர்ச்சித் துணை

Rulers should refuse and let go of revenue that does not come with compassion toward their subjects and the subjects' reciprocal affection.

அருளொடும் அன்பொடும் வாராப் பொருளாக்கம்
புல்லார் புரள விடல்

From hostility arise all forms of pain; from fellowship arises the great wealth called good justice.

இகலானாம் இன்னாத எல்லாம் நகலானாம்
நன்னயம் என்னும் செருக்கு

The world celebrates the noble character of those who cherish justice, do good, and live usefully.

நயனொடு நன்றி புரிந்த பயனுடையார்
பண்புபா ராட்டும் உலகு
